To support the domestic manufacturer and ensure national security, the state establishes restrictions on public procurement of radio electronic products. When purchasing goods from this list, a “national regime” applies, that is, customers are required to give preference to products from the REP register. A catalog of goods, works and services has also been created, which indicates typical characteristics for different categories of products (Decree of the Government of the Federation No. 145 of 08.02.2017²). Scanners operate under the control of domestic professional software “ELAR ScanImage” from the register of software (No. 3602⁵), which provides an extensive list of tools for managing digitization projects and batch image processing. As an operating system, the Astra Linux is used. This means that ElarScan equipment is suitable for working with documents of any level of secrecy.
